Director, Procurement and Contracts

Position Summary:
Design and implement strategic initiatives to the District's procurement, contract administration, purchasing and material management programs. Oversee staff responsible for annual transaction amounts averaging in excess of $300 million. Work in partnership with internal/external business partners to increase diversity of vendor database, bidder lists and qualified proposers. Oversee control and distribution of all District maintenance, repair and operating supplies. Identify and implement innovative solutions and process improvements to reduce costs and ensure quality and availability of goods and services. Ensure a commitment to safety through effective leadership, role modeling and implementing practices that demonstrate safety is a fundamental value and a priority in all aspects of work. Perform related duties as required.
Essential Functions:
1. Responsible for designing, developing and implementing programs related to centralized contracting and purchasing of external goods and services to meet capital and operating needs within regulatory requirements.
2. Direct the administration of contracts, including the negotiation of contract changes, as required. Maintain the District's official contract files and related documentation including vendor information programs. Direct competitive bidding, competitive negotiation, and solicitation processes in accordance with applicable Federal/Oregon laws and regulations using sound business practices.
3. Direct the overall planning, organization, and policy development of contracts/procurement administration and materials management departments. Responsible for creating strong and sustainable internal and external relationships and teamwork at all levels.
4. Work with Director of Diversity and Transit Equity on all aspects of the District's Disadvantaged Business Enterprises (DBE) programs, and to ensure nondiscrimination in the award and administration of District contracts. Serve as an advocate for participation by Disadvantaged, Minority, Women and Emerging Small Businesses in TriMet contracts.
5. Responsible for establishing and achieving efficient utilization of personnel, organizational structure, and other methods to reduce cost and increase efficiency. Design and/or recommend creative/innovative approaches to purchasing in order to contain and/or reduce agency cost. Manage staff and establish productive communication and cooperation across work unit boundaries to improve core processes.
6. Manage and allocate staff resources. Encourage open communication, a strong customer service ethic and
professional development among staff. Establish and evaluate performance expectations. Administer labor contract, performance plans, and discipline as needed. Prepare and monitor department budget.
7. Represent the District on departmental matters with federal agencies, local groups and organizations, and professional associations as appropriate. Provide advice and counsel to management on contract development, contracting policies and procedures, and administrative issues as required. Work with Director of Diversity and Transit Equity to increase internal staff capacities and understanding of the importance of DBE/MWESB's in achieving the agency's goals.
8. Stay current on contract compliance regulations, apply new information and techniques as appropriate.

Position Requirements:
Bachelor's degree in business, public administration, law or related field; advanced degree desired. Certified Purchasing Manager (CPM) or Certified Public Purchasing Officer (CPPO) desired.
Ten years of progressively responsible procurement or contract administration positions, preferably with experience or exposure to large scale inventory programs, with at least five years at director level or as department manager that included managing financial resources in an environment demanding high levels of policy, legal, and procedural compliance; or equivalent combination of training or experience.

Selection Criteria:
1. Understanding of generally accepted contracts/procurement administration and materials management principles, practices, procedures and techniques for a large public or private enterprise. Knowledge of public bidding, negotiation, contract administration and inventory management.
2. Knowledge of governmental procurement requirements, auditing, budgeting, purchasing, risk management, forecasting, and financial planning for a large organization.
3. Knowledge of State of Oregon MWESB Program and Workforce Development Programs.
